The Firm

Founded in 1988, Wengell, McDonnell & Costello, Inc. (WMC) is a 25 person Connecticut based, privately owned consulting organization providing a full range of services to government, private and industry clients throughout Connecticut and western Massachusetts. WMC specializes in civil engineering and infrastructure projects – transportation, environmental engineering and site planning and the firm is certified by the Connecticut Department of Economic Development as a small business enterprise (SBE).

The three principals of the firm represent over one hundred years of hands-on project management experience on assignments ranging from feasibility studies to construction management of multimillion dollar projects. Assisting the principals are WMC staff members with specific expertise in many disciplines of civil engineering including geotechnical, hydrology, hydraulics and drainage, bridges and highways, water and wastewater systems, dams and retention structures, and site development, as well as environmental engineering and permitting. Our professional staff is highly educated and experienced and includes over 15 degreed civil engineers, 10 Professional Engineers, licensed surveyor and 10 NICET/NETTCP certified construction personnel.

Technical excellence and competence are first and foremost at WMC and we have been able to merge this philosophy with an exceptional blend of interpersonal relations and management skills. A philosophy reflected in the fact that each and every assignment is performed with the direct involvement of a principal of the firm.

Since our formation, WMC has earned a reputation for engineering excellence, innovation and completing projects on time and within budget. At WMC, we excel at building consensus with diverse community interests and creating an environment in which projects can be planned and completed to the satisfaction of all. For this reason, we are particularly sought by municipalities, State agencies and private clients for our community relations skills and for our sensitivity to local and environmental issues.

When it comes to hiring the right engineering firm, more and more clients recognize that engineering expertise and competence are only part of the selection process. The ability to listen and understand our client’s needs and goals and then work together as partners to obtain these goals is the other.

WMC is recognized by our clients to excel at both.

As a firm, WMC has distinguished itself as one with skills that reach well beyond engineering excellence. We enjoy a reputation for being a firm with an uncommon sensitivity to people and exceptional public relations skills. Our ability to work with groups, boards and individuals to build a consensus among diverse interests is unsurpassed, has earned us the respect and trust of our clients throughout the region, and is one of the reasons clients select WMC for continued services.

In addition, we are particularly skilled in taking complex data and presenting it in ways understandable to all. Through the clarity and sensitivity of our presentations, we enable our clients to transform their vision into the reality of successfully completed projects.

At WMC, professionalism is competence born of experience, as well as understanding and partnering with our clients. It is also foresight, thoroughness and vision. The principals and employees of WMC have extensive experience in our respective fields and are continually seeking to increase our knowledge through continuing education and successful project completion.

Comprehensive integrated planning, quality assurance, computerized design, management and budget control systems, and management accountability – these are the benefits that WMC offers. With our fully staffed office and integrated computer systems, WMC can respond to our client’s specialized requirements with the full capability to meet the complex needs of multimillion dollar project development and implementation in a professional, timely and efficient manner.
